No, I would not recommend this to a friend
This PFD/Vest is probably tricked-out a little too much for saltwater fishing unless you are a fly fisherman. Most of the tools that fit in the various clips/straps are far to small for saltwater use except maybe flyfishing. More pockets/compartments would be more pratical.
