These are required with the Thule foot pack. They fit into it and are tightened down against the lip of the roof above the door to hold the foot pads and bars down tight. They are tightened with a supplied allen wrench. It requires a lot of strength to get them bolted down all the way and the cover on the foot pad won't close unless it's perfect. They ain't commin' off, though, unless you want them off.
