This flashlight will surprise you with its brightness and reach. I have a 5-D Maglite, and I really prefer to carry this in my campground or vehicle. Not just because it fits in the palm of my hand, but also because I can use it as a spotlight at an impressive distance, and it's very bright up close.
It's really blinding when it's switched onto its brightest setting. I'm not joking! I was very skeptical when I got it, and I was prepared to be unimpressed because it only needed one AA battery.
The first time I really used this flashlight was when I went camping in New Mexico over Memorial Day weekend (2012). I took my big Maglite (not LED), a mini-mag (LED), a Smith and Wesson LED flashlight, and this little guy. The INOVA was the only flashlight I used the whole time because it was the only one bright enough (other than the big Mag) to really light up the trail to avoid rattlesnakes after sundown, and portable enough to be in my pocket all the time. I'm ordering three more for gifts, and thought I would share my pleasant experience.
I didn't see the dimming feature on the product description, but the flashlight works like this:
You push the button on the back for momentary on.
If you release and push again, the light is momentary on with pulse-width modulation, so it's dimmer. Carrying it around the dark campsite, it was great to have a dimmer light available to avoid blinding my friends.
If you screw the end clockwise, it's on (solid) at full power. If you unscrew it and turn it clockwise again, it's on solid with pulse-width modulation (dim).
I'm not sure what they meant by "lockout" feature, but I didn't try very hard to figure that out. I'm guessing it prevents the light from coming on while it's in your pocket. That doesn't really concern me.
By the way, my one AA battery has lasted a really long time. I keep it around the house, in the car, and it went on one 3-night camp-out. It seems like it lasts a while.
